Defender Musitafa Mujuzi converted two penalties as Proline FC edged Police 2-1 at StarTimes Uganda, Lugogo.
Proline finally left the log bottom to replace Tooro United who have the same points, 15 but separated by the goal difference.
Mujuzi gave Proline an early lead as early as the fifth minute following a foul on Hamis Diego Kiiza.
Their lead short-lived for only five minutes as lanky striker Derrick Kakooza levelled matters for the Cops with his third goal of the season.
Mujuzi completed his brace in the 14th minute after Joseph Mandela was brought down in the box.
Police have managed to collect 21 points from the 19 games so far and remain 11th on the log of 16 teams.
Proline FC will be back in action on Sunday 2nd February against Kyetume FC at StarTimes Stadium Lugogo.
