In March 2019, the Romanian outfit loaned him to Kazakhstan Premier League side Shakhter Karagandy in a move that saw him become the second Ugandan after Andrew Mwesigwa to ply his trade in Kazakhstan.

Luwagga has also previously played for Vipers SC, Beralus giants BATE Borisov and Portuguese sides Leixoes, Sporting Covilha, CD Feirense and Rio Ave.

Luwagga has 38 National team caps with one goal. He also featured at the 2017 and 2019 Africa Cup of Nations final tournaments in Gabon and Egypt respectively.

At his new home, he becomes the second Ugandan to play in the Israel Premier league after former KCCA FC skipper Timothy Awany who plays for FC Ashdod.

Hapoel Kfar Saba were promoted to the Israel top tier last season and are currently second from the bottom on a 14 teams log with 14 points garnered in 17 games.

The Israeli outfit was founded in 1928 and host their home games at a 11500 capacity Levita Stadium.
